When I run the 3.0.5 installer I get an error saying that the app is broken (see attached). I’ve downloaded fresh copies several time and am still getting the same error.

SpamSieve is not actually damaged. This error is caused by a macOS bug. You can use the Download Fixer tool to get it working.
