Apple Mail - Catalina Moving mail to Junk even though it is disabled

I am running Spam Sieve on a Drone Mac (Catalina) Even though I have disabled Mail’s junk mail service, messages are still being moved into the Junk Mail folder.

Any ideas?

This is probably due to a server junk filter.
