I subscribe to a number of newsletters. If I don’t look in JUNK some of these will occasionally show up in there. I mark them GOOD and sometime later they show up in JUNK again! I can’t trust JUNK to be spam which is very frustrating!
It sounds like you may have a server junk filter that’s moving the messages to Junk rather than SpamSieve. Please see this page.
