No contextual menu in apple mail after migration

Hello i have tried all the instructions, i am not able to get the contextual menu in apple mail, and SS is not working. All that after i configured a new Mac mini from time machine. I have deleted SS in both macs and trying con configure it in one of them, no luck.

Help please.

There is not supposed to be a contextual menu in Apple Mail. The SpamSieve commands should be in the Message menu at the top of the screen.
