On M1 macbook air running Sequoia. Using legacy outlook (per spam sieve recommendation). Outlook keeps “not responding” then I get the rainbow wheel of death then have to force quit outlook. Outlook is essentially unusable because it keeps crashing every time I open it. Outlook seems to work fine in new version without spam sieve–any suggestions?

If Outlook is not responding, that’s called a hang. That’s different from a crash, which is when macOS reports that the app quit unexpectedly.
The most likely reason for SpamSieve to cause Outlook to hang is if you have a large number of message in your inbox but are not using the large inboxes (a.k.a. InboxSpamSieve) setup. There’s more information about this here.
