Searching on Norwegian characters returning incorrect results

I would like to request case-insensitive and consistent rules for search strings containing Norwegian characters. I am finding that currently:
Searching for the character ø returns only titles with lower-case ø.
Searching for Ø returns only titles with upper-case Ø.
Searching for æ returns only titles with lower-case æ.
Searching for Æ returns only titles with upper-case Æ.
However, searching for Å or å returns all titles with Å, å, A or a.
