Since 2.9.38 training commands don't work (MacOS 10.13.6 High Sierra)

I recently upgraded to 2.9.38 and immediately noticed that training commands (control-command S or G) fail to mark or move messages.

Testing either by moving a known and previously trained spam message into Inbox folder and marking it as spam (control-command-s) or by moving a known good message into Spam folder and marking it as good (control-command-g).

This worked perfectly pre 2.9.38.

Any ideas as to how to fix? I’ve checked System Preferences and no app is using those key combinations.

That’s odd because I don’t think anything related to this changed in 2.9.38. Have you tried using the menu commands directly instead of the keyboard shortcuts?

Please try choosing “Install Apple Mail Plug-In” from the SpamSieve menu and then restart your Mac. If it still doesn’t work, please save a diagnostic report.
