The reason I mentioned that is that the diagnostic report showed that that option was not enabled.

What happens when you try the other suggestions?

The previous suggestions seemed to temporarily allow normal function of steam sieve. But it would revert to the previous error dialog.

Since making the AppleScript reset SpamSieve continues to work consistently. Knock on wood.
